Scottish Landlords Ordered To Install Carpet

Edinburgh, Scotland, July 13, 2012 -- Hardwood floors have been banned from thousands of apartments in two of Scotland’s biggest cities, according to the Scottish Daily Record.

Complaints over noise have prompted the complaints and now landlords in Edinburbgh and Dundee have been ordered to install carpet, and order that has infuriated them, the newspaper reported.

Owners face a bill of up to $6,000 per unit.

Community groups say the order will improve the lives of thousands of Scots living in apartments whose lives are ruined by noise from above.

The change affects apartments in the cities where more than two unrelated people live, known as houses of multiple occupancy.

All such flats on the first floor and above with a residential property below will have to fit carpets in all living rooms and bedrooms, and cushioned vinyl in kitchens and bathrooms.
