This was the softest year-over-year performance since Feb. 12, 2005.
On a week-over-week basis, sales rose 2%.
The ICSC said same-store sales are tracking to the low-end of its monthly range for December, a 2.5% to 3.5% gain, and on the low-end of its 2.5% to 3% growth range for the two-month November-December season.
