21st Century ROAD to Housing Act Passes Congress, Headed to White House


Charlotte, NC, June 25, 2026–The 21st Century ROAD to Housing Act is headed to the White House to be signed into law. 

“It is sweeping housing reform aimed at addressing affordability and increasing housing supply,” says Truist. “What is this bill NOT? This bill is not, in our view, a panacea for the currently challenged housing market. There are some modest positives, but in our view, the biggest impact the government can have here is reducing regulatory costs to build a home, and we think this would require a more local/state/federal gov combined effort. Regardless, this could be a catalyst for a 3Q hope trade in homebuilding stocks, which tend to move quickly on news like this.

“Earlier this week, congress passed the 21st Century Road to Housing Act, which is now headed to the White House to be signed into law. As a refresher, this is a bipartisan housing bill aimed at tackling a broad range of housing affordability issues.”

According to Morning Brew, the bill “won’t lower your mortgage or rent overnight, but housing experts are cautiously optimistic about what’s in the bill, which would:

  • Speed up environmental reviews on some building projects, encourage local governments to adopt land-use and builder-friendly zoning policies, and tie federal money to local housing production
  • Remove a federal requirement for manufactured homes (as opposed to houses built on-site) to have wheels, cutting costs and expanding where these cheaper homes can be built
  • Introduce a pilot program that would offer loans and grants for renovating old and abandoned homes and expand access to convert former office buildings into apartments.
  • Cap how many single-family homes private equity can own 

“But…the bill includes few incentives for affordable housing and doesn’t address the skyrocketing costs of labor, building materials, or interest rates.

“One key point, unless Trump vetos it, which he won’t, it becomes law in ten days.”
