Chinese Exporters of Flooring Lose Challenge Against Tariffs

Washington, DC, November 28, 2018-A group of Chinese producers and exporters of multilayered wood flooring lost their legal challenge November 26 to U.S. antidumping duties on their products, reports Bloomberg Law. 

“The ruling by the Court of International Trade maintains a duty rate of 17.37% on most Chinese flooring that entered the U.S. between December 2013 and November 2014.

The plaintiffs took issue with several aspects of how the Commerce Department calculated the duties, including the department’s use of surrogate data.

Consolidated plaintiffs in the case were Zhejiang Dadongwu GreenHome Wood Co., Johnson’s Premium Hardwood Flooring, Struxtur, Wego Chemical & Mineral Corp., Floor and Décor Outlets of America, Hangzhou Hanje Tec Co., Huzhou Chenghang Wood Co., Jilin Forest Industry Jinqiao Flooring Group Co., MuDanJiang Bosen Wood Industry Co., Nakahiro Jyou Sei Furniture (Dalian) Co., Shenyang Haobainian Wooden Co., Dalian Dajen Wood Co., and Dunhua City Wanrong Wood Industry Co.

Plaintiff-intervenors included Armstrong Wood Products (Kunshan) Co.; Guangdong Yihua Timber Industry Co.; Old Master Products; Lumber Liquidators Services; Shanghai Lairunde Wood Co.
